Steph met Ted (well, attacked him, then met him) briefly in The Robin 80 Page Giant: Nature's Bride. Though initially upset with her for attacking him (she thought he was hurting Black Canary, see, but they were just training) he eventually warmed up to her and even helped her convince Dinah to take Steph on as an apprentice.
Oddly enough, Ted doesn't appear to remember he ever met the Spoiler. When he knocks someone in a Spoiler costume out (most likely Steph) in Gotham Underground #4, he asks what her name is. Either this is a mistake by the writer or a retcon.
